Bernake Talks to Home Builders: Weak Housing Impeding Recovery ...

Just to show you how crucial housing and home building remains to the nation?s economic recovery, Fed Chairman Ben Bernake rubbed shoulders (and used hand gestures) with Bob the Builders last week in Orlando. His talk was the hottest ticket in town at the?2012 National Association of Home Builders International Builders Show in Orlando.?Dallas photographer Suzanne Felber for Lisa Stewart Photography?played reporter for me and, hopefully, got a little sunshine! Here?s how Bernake ?soothed? the builders: the Fed, he?basically?said,?is analyzing housing 24/7.

?The Federal Reserve has a keen interest in the state of housing and has been actively engaged in analyzing the housing and mortgage markets,? says Bernake. ?Issues related to the housing market and housing finance are important factors in the Federal Reserve?s various roles in formulating monetary policy, regulating banks, and protecting consumers of financial services.?

No kidding: in Dallas, close to one-quarter of the builders have been wiped out by the housing crisis. Here?s Suzanne?s report:

With an estimated 1 ? million homes unoccupied and for sale in the U.S., the U.S. housing market continues to be a drag on the economy despote record low interest rates. In the last few years roughly 2 million homes have entered?foreclosure, and many of these have come on the market, tamping down the need for new building. These homes are often neglected and need repairs, hurting the value of the surrounding homes and community. The Federal Reserve estimates that ? of these vacant homes were owned by creditors in the second quarter of 2011. They also estimated that bank owned properties (real estate owned or REO) sold as short sales, and non-auction sales are now accounting for 30 percent of home sales across the U.S.

Bernanke stated that one of the reasons the recovery in housing has been so slow is due to restraints on mortgage credit. In past recoveries, mortgage credit had begun to grow four years after the business cycle peak, but that hasn?t happened this time. One group that has been affected even more than others is first-time homebuyers.

In contrast to this, rental markets seem to be strengthening and are at some of the lowest vacancy rentals of the last 8 years. With home prices falling and rents rising, he stated that property owners renting out these foreclosed homes?might make?sense. The REO-to-rental program was shared as a way to maintain property values and minimize the amount of time a house sits vacant.

Bernacke said that as of early November 2011, about 60 metropolitan areas each had at least 250 REO properties for sale by government- sponsored enterprises (GSEs) and the FHA ? a scale that could be large enough to realize efficiency gains. Atlanta has the largest number of REO properties for sale by these institutions, with about 5,000 units. The next largest inventories are in the metropolitan areas of Chicago; Detroit; Phoenix; Riverside, California and Las Vegas, each which have between 2,000 and 3,000 units.

Note: Dallas is NOT on that list!

Land banks were also discussed as an option to help with these foreclosed homes. These are governmental agencies that have the ability to buy and sell real estate. As promising as these sound as a solution, only a few states have passed legislation to establish land banks, and most lack the resources to keep up with the demand.

In summary, Bernanke stated that ?the economic recovery has been disappointing in part because U.S. housing markets remain out of balance. Many local markets have an overhand of empty and foreclosed homes, and many potentially creditworthy homebuyers cannot obtain mortgages. The weak housing market also impairs homeowners? financial health and diminishes the quality and stability of neighborhoods and communities. For these reasons, and because the troubled housing market depresses construction activity and employment, we need to continue to develop and implement policies that will help the housing sector get back on its feet. No single solution will be sufficient. But sustained efforts to address the many interlocking factors holding back the housing market will pay dividends in the long run?.

His speech comes days after?five large US banks that were accused of abusive mortgage practices agreed to pay $25 billion in a settlement that the government expects to help roughly one million borrowers. The deal covers three years and requires the banks to cut mortgage debt amounts as well as extend payments of $2,000 to borrowers who lost their homes in foreclosure.

Radiation After Lung Cancer Surgery Doesn't Help All: Study (HealthDay)

MONDAY, Feb. 13 (HealthDay News) -- For older people with a certain type and stage of lung cancer, administering radiation treatment after surgery may not extend survival, according to a new study.

Radiation is not without risks, and the new study "questions the benefit of this treatment," said study leader Dr. Juan Wisnivesky, an associate professor of medicine at Mount Sinai School of Medicine in New York City.

He and his team looked at survival outcomes in more than 1,300 lung cancer patients with locally advanced disease, 710 of whom got the postoperative radiation therapy. It is routinely given in an attempt to prevent recurrence.

No substantial survival benefits were found at one year or three years.

"We found in this group of elderly patients, many of whom received the treatment, the use of the treatment did not appear to help them live longer," he said.

Patients in the study, all 65 or older, had stage 3 non-small cell lung cancer and involvement of N2 lymph nodes. Their cancer had spread but not widely. All had been diagnosed from 1992 through 2005 and were included in the U.S. Surveillance, Epidemiology, and End Results database, which is linked to Medicare.

The study, published online Feb. 13 in the journal Cancer, was funded by the U.S. National Cancer Institute.

About 226,000 new cases of lung cancer will be diagnosed in the United States this year, 90 percent of which will be non-small cell, according to the American Cancer Society. Within non-small cell cancers, there are three main subtypes.

Previous studies looking into the survival benefits of post-op radiation for this group of patients have produced mixed results, Wisnivesky said.

However, in his study, he found no substantial differences between those who had the treatment and those who didn't. And, radiation therapy carries risks. Besides the inconvenience of the additional treatments, the therapy can cause irritation of the lungs and inflammation of the esophagus, he said.

"Patients need to be well informed," he said. "They have to have a good discussion with their doctor about what are the potential benefits," he said. They also need to discuss possible side effects.

Another expert, Dr. Dan Raz, an assistant professor of surgery at City of Hope Comprehensive Cancer Center in Duarte, Calif., emphasized that the study is not talking about all stage 3 lung cancer patients, but only a specific group, those with stage 3 non-small cell and involvement of the N2 lymph nodes.

"It's a small subset of patients" of all lung cancer patients, he said, adding that it's a challenging group.

Some previous small studies have also suggested that post-op radiation may be unnecessary in these patients, and the new findings add to that argument, he said.

"In the end, survival and quality of life are the most important things for patients," Raz said. But recurrence, a key factor, was not addressed in the study, he said.

The new finding "wouldn't change the way I treat patients, but I think it raises a very important point."

What's needed is a trial comparing use of post-operative radiation and its non-use in this group of patients, Raz said. According to Wisnivesky, such a study is under way in France, but will take several years to finish.

Microsoft Store hacked in India, passwords stored in plain text

Frequenters of India's online Microsoft Store were briefly greeted with the suspicious visage of a Guy Fawkes mask this morning, following a hack that compromised the site's user database. According to WPSauce, Microsoft Store India's landing page was briefly taken over by a hacker group called Evil Shadow Team, who, in addition to putting a new face on Windows products, revealed that user passwords were saved in plain text. The group's motivations are unknown, though the hacked page warned that an "unsafe system will be baptized." The store is now offline, suggesting that Microsoft may have regained control. Probation, not A for effort, for Pa. grade hacker

(AP) ? One Pennsylvania college student's attempt to boost his failing grades didn't get him an A for effort. It got him probation.

Edwin Kim admitted Tuesday that he used keystroke logging software to capture his professors' passwords so he could bump up his grades at Temple University's Ambler campus.

Authorities say a professor discovered the problem after finding herself locked out of the system while trying to input grades during the spring 2011 semester. She then found Kim's grade in her class had been changed from an F to an A-minus.

Two other professors also discovered Kim's failing grades from that semester had been switched to A's. Three other classes were also affected.

The Bucks County Courier Times (http://bit.ly/xOwsao ) reports that the 31-year-old Warrington man apologized and was fined $300.
